What matters

Fit is different from ordinary ankle leggings

A footed leg has nowhere to release extra vertical tension at the ankle. If the body rise or leg length is too short, the foot section can pull downward while the crotch or waistband is pulled in the opposite direction. If it is too long, fabric can collect behind the knee or around the ankle and foot.

That means total length matters, but so do rise and foot shape. A pair that fits one wearer perfectly can feel restrictive on another person with the same height but different torso, leg or foot proportions.
